This is actually a problem caused by whoever built the home. The road was there first. If development neccistates the need for better drainage, you and your neighbors should petition for a drain from your Drain Commissioner. If they put road in without property water drainage they should fix it with no cost to you. Write your US congressman and have him or her check into what is going on.
